In 1916, the Federal Employees’ Compensation Act (FECA) was enacted. FECA provides medical, compensation, death, and other benefits, such as vocational rehabilitation, and nursing services to federal employees who sustain injuries, including occupational diseases, as a result of their employment.

Members of the WTC Health Program may also be eligible for benefits through the federal September 11th Victim Compensation Fund and the New York State Workers’ Compensation Board. Each program has its own guidelines and we encourage members to visit the websites below to learn more.

Please note: The WTC Health Program is separate from these programs and is not a financial compensation program. We provide medical monitoring and treatment to eligible members.

September 11th Victim Compensation Fund

The September 11th Victim Compensation Fund (VCF) provides financial compensation for individuals (or personal representatives of deceased individuals) who suffered physical harm or illness, or were killed as a result of the terrorist-related aircraft crashes of September 11, 2001, or the debris removal efforts that took place in the immediate aftermath of those crashes.

The VCF is administered by the Department of Justice and is a separate Federal program under the James Zadroga 9/11 Health and Compensation Act.

The VCF has developed two factsheets — VCF General Information and Just the Facts — to give an overview of the VCF registration and claim process, as well as to clarify some common misconceptions about the VCF, how it operates, who is eligible, how registration deadlines apply, how claims move through the system, and how compensation is determined.

New York State Workers’ Compensation Law

Workers and volunteers who performed rescue, recovery and clean-up of the World Trade Center and other impacted sites can register with the New York State Workers' Compensation Board. This registration preserves the right to file for workers' compensation benefits through the State of New York should you need them in the future.

New York State passed legislation (Amendment S7797-A) on September 7th, 2018, extending the deadline until September 11th, 2022 for filing the Registration of Participation in World Trade Center Rescue, Recovery and/or Clean-up Operations form (Form WTC-12).
